2. @araghchi's comments might be a surprise to those who had written-off INSTEX as a failed project. But the real work to establish the SPV mechanism only began in the summer of 2019. We are starting to see the fruits of that work now.
3. In the last six months, INSTEX has expanded its staff to include a CEO, COO, compliance officer, and relationship manager. It has gotten an injection in new capital from six new shareholders. It has increased the tempo of its consultations with European + Iranian firms.

2. Back in 2011, the Obama admin used Section 311 powers to designate Iran as a “primary money laundering concern." But it never issued the "Final Rule" requiring banks to take onerous "special measures" in order to deal with Iran. Other sanctions on banks were deemed sufficient.
3. Now, the rule is back on the agenda. @TylerCullis warns that if the "Final Rule" is issued, "European banks that maintain accounts on behalf of Iranian financial institutions are likely to take steps to shutter such accounts so as to sustain their own accounts at US banks."

۱) تنها شرط - یا پیشنیازی - که اروپاییها برای تجارت با #ایران مطرح کردهاند «تداوم پایبندی ایران به #برجام» است. پس از راهاندازی ساحات (#INSTEX) به ترتیب سه بیانیه از جانب ۳ کشور مؤسس ساحات، خانم موگرینی و سپس «شورای اروپایی» صادر شد.
۲) در یکی از این بیانیهها هیچ صحبتی از FATF# نشد. در دو بیانیه دیگر به وضوح این دقت حقوقی بکار رفته بود که از واژهای که تداعیگر نوعی «الزام» باشد استفاده نشود و صرفاً به افعال expect (انتظار میرود) و urge (تشویق میکند) بسنده شده بود - که امری اتفاقی نیست!
۳) کاش دکتر توکلی مشخص کنند در بیانیههای اروپاییها دقیقاً کدام فعل یا کلیدواژه به نظر ایشان این قابلیت را دارد که از آن نوعی «شرط» - آن هم یک شرط تحقیرآمیز - استنباط شود؟
