British in Europe is closing today 😲
It's with great sadness we see our most trusted partner leaving the scene but the friendships born out of years of campaigning together will remain.
Together, we made history: @the3million and @BritishInEurope started as grassroots citizens' initiatives following the 2016 referendum and provided a united front when many people were trying to divide us for quick political gains. Image
We are credited for raising #citizensrights to the top of the Brexit agenda before effectively influencing the EU institutions and the British Government to protect the rights of EU citizens in the UK and British nationals in the EU in the Withdrawal Agreement. Image

The latest figures about the 10000s of #britsinFrance #latvia #luxembourg #malta who haven't applied for residence makes alarming reading. With a #harddeadline of #30June, my latest piece for @ukandeu examines the #stats 1/
ukandeu.ac.uk/british-citize…
It addresses who might fall between the gaps - building in my experience in working with British citizens living in France over the course of the #brexitnegotiations 2/
research.gold.ac.uk/id/eprint/2977…
And calls for these countries to extend their deadlines for applications and develop communication strategies to target hard-to-reach populations. And I'm not alone @BritishInEurope have released a statement to the same effect 3/⬇️⬇️⬇️britishineurope.org/articles/75313…

#THREAD 3rd joint report on the #implementation of #citizensrights provisions has just been released - makes alarming reading re: #britsinEU. In countries where people need to register by 30/6 lots of applications outstanding 1/
Quick reminder of the countries where this is the case #france #latvia #luxembourg #thenetherlands #malta and here's where each of them were up to at last report date ⬇️⬇️⬇️2/ Image
So, first things first, the stats re: numbers of #britsinEU are not always very accurate. I've written about this more times than I can actually believe including here for @BBCNews bbc.co.uk/news/uk-466328… 3/

Thanks to @LordsEUCom for inviting me to present oral evidence today alongside @Suewilson91 @BremainInSpain and Jane Golding @BritishInEurope - good opportunity to reflect on #citizensrights and #britsinEU drawing on the research for @BrExpatsEU. A few takeaways from me to follow
First up why the statistics about how many #britsinEU are limited and why this matters in context of 30 June deadline for applications for new residence status in #france #thenetherlands #latvia #luxembourg #malta - see my #thread from earlier⬇️⬇️⬇️
We talked a lot about hidden and vulnerable #britsinEU - homeless, children in care, disabled and elderly populations - who might fall between the cracks of the provisions and how more support needs to be put in place 2/

Doing my prep for @LordsEUCom I have been revisiting the question of how many #BritsinEU there are and why this matters for #citizensrights and #Withdrawalagreement. Just a recap, there are significant limitations to statistics about this population 1/ bbc.co.uk/news/uk-466328…
These are the baseline for considering the progress of different EU member states in making sure that #britsinEU are registered for their new residence rights used in the joint UK-EC reports from the Specialised Committee on citizens' rights 2/ ec.europa.eu/info/sites/def… Image
This is particularly important when it comes to countries operating a #constitutivesystem including #france which hosts the second largest population of #britsinEU. The official statistics about #britsinfrance are likely a considerable underestimate 3/ docs.google.com/document/d/18y… Image

Many of us have known this for a while now but it's quickly becoming apparent that, especially after the recent #GeneralElectionResults2019, #Racism in the UK is, not only going to increase, but become even more brutal, widespread & acceptable, as #racists become emboldened by /1
the fact that the Gov itself & those right in the heart of it, not only don't *effectively* condemn #racism but are, in fact, guilty of it *themselves*.

This once again highlights how ludicrous it is that people who are granted settled status don't get any sort of document to prove it. The whole digital-only status is reliant on having an email address - it will be a nightmare to prove your status without one.
See here for more reasons why @the3million is demanding physical proof of settled and pre settled status.

You may not know, but @the3million EU citizens who have to apply for (pre-)settled status (to be graciously given permission by the government to stay in their own homes 🤬), don't get any kind of physical proof of that status. So we have to trust a Govt digital system. So.... Image
@the3million ...do I trust Government digital systems?

No.

My mum in NL just received a letter from DWP which was addressed to her correct first name and address but to an utterly random surname.

I rang DWP and a lovely lady told me they were aware, there'd been a glitch. Nothing to worry.
@the3million There are many, many other reasons to worry about a digital-only status.

That's why @the3million is fighting for a physical document to prove our rights (which should be guaranteed in law by the way).

Seeing reports like this for people in process of applying for settled status.

Just imagine getting this when trying to prove your rights when getting a job, renting a flat, coming into the country, etc etc.

EU citizens are OUTRAGEOUSLY not given any physical proof of status Image
It's completely predictable that discrimination will happen.

By the way it's happening already, even though employers and landlords are not even allowed to be asking for proof of settled status yet!

Why does @UKHomeOffice refuse to engage with us at @the3million about our concerns with settled status?

Why does it keep insisting how successful the scheme is, and almost dismiss as fake news the daily stories of people struggling with it? 1/
@ukhomeoffice @the3million Why does @UKHomeOffice go on the offensive against the EU, and talk about its shiny settled status scheme, ignoring all reported issues?

Is it that they are politicising us, treating us as bargaining chips, still see us just as numbers? 2/

@ukhomeoffice @the3million The @UKHomeOffice is very keen to throw around statistics and big numbers, but refuses to engage with the human side, or to listen to us about how the system should have been designed.

(This is not aimed at the EU Settlement Resolution Centre, only at @UKHomeOffice itself) 3/

The Home Office PR team really don't like concerned EU citizens or laywers going on radio & TV and criticising their EU Settlement Scheme. They tweeted no less than 4 times about 1 single radio programme today. Trying to control the media message seems like their full time job.
Keep them busy. Speak to the media whenever you can and ask the difficult questions they want to avoid:
- Why aren't our rights guaranteed in primary legislation?
- What will happen to those who won't apply by the deadline?
- Why don't we get a physical document to prove status?

The Home Office have produced a document hitting back at the criticism levelled against EUSS (the scheme most EU citizens must apply under to remain in the UK after Brexit). A few points on the objections to a declaratory style system: /1
Many have made clear that the consequences of forcing people to apply to stay in the UK will lead to people missing out on acquiring status. The @CommonsHomeAffs published a key report recommending citizens rights be granted automatically: parliament.uk/business/commi… /2
The Home Office attempt to address this in the piece, let’s unpack why their interpretation and rebuttal of a ‘declaratory system’ is wrong /3

@the3million Something that I have not seen mentioned anywhere & that I think is *extremely* important on *why* people should NOT SETTLE for #PreSettledStatus, if they believe they're entitled to #SettledStatus instead, is that, apart from the principle of it, NO ONE knows whether or how /1
@the3million the requirements/criteria to "convert" it to #SettledStatus in the future, might change. Again, apart from the fact that people will have to *apply* AGAIN, there's NO GUARANTEE *anywhere* that in a few years or even a few months, the process won't become more strict/demanding! /2
@the3million When it comes to the #Tories & @ukhomeoffice in general, rules/laws change *all the time* &, esp because of the secondary legislation's ease to amend them without Parliamentary scrutiny, chances are that, as the new general #immigration policy is developed & re-structured, /3

The #immigrationbill being debated today is not fit for purpose. I will vote against it because it undermines the #citizensrights of 3.6m EU citizens in the UK, threatening to put many under the hostile environment and making them at risk of detention and deportation.
It will force our NHS and other vital services into an even deeper staffing crisis. There are already 41,000 nursing vacancies in England. The salary threshold still under consideration would exclude many skilled medical staff, including nurses, paramedics and midwives.
It continues the inhumane practice of indefinite detention. We remain the only European country which does not set a time limit for detained migrants. This sullies our international reputation and undermines complaints we make about human rights abuses abroad.

Ok here's the thing, EU citizens in the UK were promised to continue their lives "as before".

But settled status is a lesser status & we need to apply, qualify & pay for it.

If you don't care about us, think about this: can you still trust the Govt with your own rights?
P.S. These guys had no idea what they were talking about in 2016, did they?
I did not expect this to be shared so many times! While you're here and interested in this subject, why not follow and support @The3Million, @BritishInEurope and @eucitizenschamp who are working hard to hold both UK and EU stakeholders to account on #citizensrights? Thank you.

Here it is. Huge news for us. We don’t have to damage ourselves just because we decided on this course. More analysis to follow. #Art50

Congratulations to the petitioners, lawyers & @GoodLawProject!
The Court gives short shrift to UK govt’s rather lame objections that this was a hypothetical question. The Court rules this is relevant by clarifying the options to MPs who must vote on whether to ratify the withdrawal agreement.
The Court also dismisses the Council/Commission’s arguments that agreement on revocation must be unanimous. That, says the Court, would be incompatible with the principle that a Member State cannot be forced to leave the Union against its will.

Here's the communication strategy on #citizensrights of most politicians:

1. Promise "automatic grant" of all exiting rights
2. Win the referendum and realise 1. is undeliverable
3. Promise "lives as before"
4. Rebrand. "Lives broadly as before"

1/4
5. Hope no one reads legal texts and discover that rights are being lost in the process
6. They found out. Ok. PR time
7. Make sure all Government reps say on all media channels "#citizensrights are secured", including the PM. Avoid questions on specific concerns.

2/4
8. Refuse to meet interest groups, including own British citizens in EU.
9. Send ministers to EU Embassy events and deliver the line: "We are so grateful for the contribution of (insert EU nationality) to the UK. We want you to stay and we secured your rights". Leave before Q&As.

1. Dear @carolinenokes MP and @10DowningStreet.
I started to work in the UK (for @fusionenergy) on the 14/04/2014 as Senior Electrical Designer, I am now an Electrical systems design engineer.
A "#HighSkilled migrant" as they say, but not eligible to the #SettledStatus. [THREAD]
2. I will have my 5 eligible years on the 14/04/2019.
Or 16 days after #BrexitDay.
Maybe it is worth to mention that I arrived on the 01/12/2013. So I have actually my 5 years, but I have no proof.
I was joining an ex-partner to look for work in the UK, my name was not on bills.
3. Yesterday, like other fellow @The3Million, I read the following article.
"Employers will be expected to check whether EU nationals have the right to work in the UK if there is a #NoDeal #Brexit, even though it will be almost impossible to assess this".

Thread 1) In response to this petition shared by @simonbruni, people have said the solution #citizensrights is to Remain in EU. They are right, but meantime many EU27 and EFTA citizens in UK live with insecurity and uncertainty over settled status. petition.parliament.uk/petitions/2201…

We asked MP @PeteWishart to get involved. His office deal with this type of issue frequently – it's not a one off, but part of the #HostileEnvironment. And what of EU27 citizens who can't afford the £1300+ to get citizenship? Or from countries which don't allow dual nationality?

2️⃣ But we do wonder if this is a little bit like how @AmberRuddHR wasn’t aware of deportation targets in @ukhomeoffice

3️⃣ Indeed, we’ve tried to tell you ourselves in person on many an occasion

1. I've previously argued - at @LordsEUCom, @Europarl_EN & via @ConversationUK - that continued uncertainty re #citizensrights may constitute violation of Art 8 ECHR: theconversation.com/eu-citizens-ri… data.parliament.uk/writtenevidenc… @BRinEUROPE @NewEuropeans @HaringeyLibDems
2. ECtHR has found that where uncertainty & precariousness of individual’s situation affects network of his or her personal, social & economic relations, there can be an infringement of Art 8. A situation of insecurity should in any case be short-lived. @BRinEUROPE @NewEuropeans
3. I now want to take this a bit further & suggest that continued precariousness sh perhaps be examined in context of 'hostile environment' vis-a-vis immigrants, e.g. re immigration exception in Data Proetction, bank accounts checks, surprise raids etc @NewEuropeans @libertyhq

⬇️ A thread on the Withdrawal Agreement (WA) and how it should be strengthened to protect the rights of 1.2 million @britishineurope. ⬇️
1. It is worth recalling that the stated aim of the Withdrawal Agreement (WA) was to ensure that nothing (repeat NOTHING) would change for EU27 nationals in the UK (EUinUK) and for UK nationals in the EU (UKinEU).
2. The European Parliament pointed out in December 17 that the Joint Report didn’t do enough to ensure this.
👉 WE AGREE to put it mildly.

I am a Romanian PhD student, teaching assistant & researcher. One of @theresa_may's praised "brightest and the best" whose "contributions are welcome".

This #TuesdayThoughts I want to share my story. Until I got to this point, I was in many ways an "undesirable migrant" ⬇️
My first experience in the UK was in 1997. My father got a temporary #NHS contract as there was a skill shortage. I attended the hospital's nursery for 7 months but my family chose to return to Romania. My mum was unemployed and my father had limited rights to work.
Meanwhile my parents got divorced. I attended a free school and skipped many classes in the last college years. Grew up mainly with "working class kids" sometimes doing dangerous things. But I achieved the highest grade in the Romanian Baccalaurate and this opened many doors.
