🧵Remember how, because of “globalization,” communist China was to become more open, more democratic, more like us-to quote a former U.S. official: “a responsible stakeholder in the international system”? This was nonsense, showing how little we understood culture and history.1/
Here is a small example of how off-base we were: EY China staff is being encouraged to wear Communist party badges on.ft.com/3Y4843K Rather than democratizing, the PRC has reasserted its commitment to the very ideology that, in CCP’s view, made China’s rise possible. 2/
Had we paused for a minute in 1991 and thought of what happens each time a country rapidly modernizes, three things hold: 1. The country becomes more geostrategically assertive and expansionist; 2. The leadership and political class become more self-confident; and finally, 3/

Almost 65 years ago, Sept. 24th 1958, F-86 Sabres of RoCAF shot down 10 PLAAF MiG-17 Frescos in a single day.

MiG-17 jets flying at higher altitude & speed, supposedly immune to attack, suddenly found itself at the mercy of Taiwanese Sabres. The reason was the AIM-9 sidewinder.
A bit of background.

Around 1958, the PRC started building up its forces adjacent to Taiwan, while the U.S. Navy’s 7th Fleet patrolled the waters in the area.

In July, a ROCAF F-86 got shot down by a flight of PLAAF MiGs which forced ROCAF to step up patrols over the Strait.
ROCAF recon flights revealed an increased deployment of PLA MiGs on airfields within reach of Taiwan.

The aircraft comprised of the Soviet built MiG-15bis, the improved MiG-17F & also the J-5, a Chinese-built version of the MiG-17.

The one-China principle brooks no distortion or challenge. The connotation of the one-China principle is crystal-clear, i.e. there is only one #China in the world & #Taiwan is part of China. The Government of the #PRC is the sole legal government representing the whole of China.
The #one-China principle is a prevailing international consensus and widely accepted basic norm in international relations. It is affirmed in #UNGA Resolution 2758. It is the political foundation for interactions between #China and all countries in the world.
181 countries have established diplomatic relations with #China on the basis of #one-China principle. This fully shows that standing up for the one-China principle is the right thing to do. It has the overwhelming support of the int'l community & represents the trend of #world.

#Taiwan is part of #China - this is an indisputable fact. There is only one China in the world and #Taiwan has belonged to China since ancient times. In 1895, #Japan forced the #Qing government to cede Taiwan after Japan’s war of aggression against China.
In 1943, the #Cairo Declaration clearly stipulated that all the territories #Japan had stolen from #China, including #Taiwan, should be restored to China. The #Potsdam Proclamation of 1945 reiterated that “The terms of the Cairo Declaration shall be carried out.”
On Oct. 25, 1945, the #Chinese gov't announced that it was resuming the exercise of sovereignty over Taiwan & China had recovered Taiwan de jure & de facto. In 1949, #PRC was founded, becoming the successor to #ROC, & #PRC became the sole legal government of the whole of #China.

As #Kissinger shouted at 1969 football game, "On what theory?"
nytimes.com/1970/02/19/arc…

An alternative possibility—the "Ducks in a Row" approach:

Ambitious but failure averse, #Xi faces strong incentives to max forces before attempting one of (recent) history's greatest gambles.
"Ducks in a Row" model ≠ theoretical speculation.

#Xi himself has charged #PLA w/ achieving 2027 "Centennial #Military Building Goal" (#建军一百年奋斗目标).

DoD: "this would provide Beijing w/ more credible military options in a #Taiwan contingency."

"Ducks in a Row" model allows ZERO room for complacency.

#Xi may well PREFER +-5 years more #PLA prep to attempt max-stakes mark on #history.

But many factors now in play, stakes high, margins thin.

#PRC rhetoric re @SpeakerPelosi trip suggests growing tensions moving forward. ImageImageImageImage

Which is the greater military power: #PRC with 60,000 troops massed on India’s border(for ~2 years) or #RF with 100,000 troops massed on Ukraine border(for ~ 2 months)?
2/rus #Russian massing of troops around Ukraine is not just a message to #USA and #Europe, but also to #China and #India, not to write off its Military power & ability to use it; even though Russia’s economic power is now much less than that of USA, EU, China, India.🧐🤔
3/rus The #Russian’s have learned from the #PRC aggression against India in 2020, which rapidly lost credibility after Galwan. They have done everything to ensure that the threat of invasion is credible enough to achieve their coercive objectives without fighting.

Honored to have #JonathanSpence’s endorsement:

“The maritime #history of #China has long been a neglected field..China Goes to Sea bring[s] that knowledge-gap to an end..will be an indispensable companion to those readers seeking to understand where China’s navy may be heading.”
As European #naval powers & even the @USNavy struggle with ship numbers, #China has gone to #sea.

Represents the reversal of a great historical trend that began 600 years ago, when China withdrew from the seas & European naval expansion spread Western influence around the globe.
