The core fault is having individuals on the same PR ballot as parties.

@IECSouthAfrica partly recognised this in June, when they (correctly) said that #Proportionality requires separate PR and #Constituency ballots.

But, they fail to follow their own / Image
reasoning in respect of Provincial Legislatures.

They propose a PR ballot for the #NationalAssembly, and sub-national regional ballots, which allow #IndependentCandidates to stand.

But with no way to do the same for prov legislatures, they just IGNORE the constitutional fault.
The @IECSouthAfrica further undermine the (correct) reasoning of their proposal by using both the regional AND the PR ballots for the overall PR calculations.

Essentially, they preserve some of the disproportionality of the regional ballots.

He stresses their observation that submissions ARE being taken into account.
The Minister discusses the introduction of the extra ballot for the #NationalAssembly, using the original content-less justification for the extra ballot.

He ignores the #Proportionality implications raised by @IECSouthAfrica in their second submission.
The Minister discusses the response of Senior counsel to the #Vacancy question.

The argument is that the proposal best reflects the will of the voters (as against the idea of a running mate).

This ignores the bias in favour of the largest party.

He makes the FALSE and MISLEADING point that, as perfect proportionality is not achievable, the degree of disproportionality in the Bill is acceptable.

We surveyed 1160 Ukrainians in regions not affected by active fighting in late July and asked them to choose between “conjoint” hypothetical strategies of their government in the war against Russia, which came with randomized ‘benefits’ as well as ‘costs’ of war.
‘Benefits’ related to averting losses of political autonomy & territorial integrity, while costs included civilian & military casualties & risk of nuclear escalation. In many pairs, respondents had to make choices between harrowing (yet realistic) scenarios.

My take on #visa ban discussion:
1) Debate has been too messy, cuz it was not clear what visas for whom were meant. Some voices called to ban all visas for all Russians, also dissidents, which would be a mistake. BUT if we refocus on tourists only, lets talk business (thread):
Summary of the principles I propose (explained later):
- Member states instead of EU
- Toughen and slow down instead of full banning
- EU personal Sanctions: Leave it targeted, make it massive

Italian #DPA lock down the risky #surveillance law that aim to have (biometric_identification+cctv+smart_image_analisys) to check public employees punch-in and punch-out.

In october 2018 the DPA did the same on the draft of the main law Image
The law is already in force (D.Lgs 56/2019) but it lacks of application rules.

The DPA is highlighting and pointing out all the issues related to the law itself ant to the application rules, that are conflicting with the #GDPR main #principles.
Main issues are:

1) terms and #definitions don't match with GDPR definitions. they have to be lined up
2) principles of #Necessity & #Proportionality are completely unattended
3) the new biometric gates can't be #mandatory
4) #alternative gates should be available if needed

As his tweets explain, proposed targets for such response exceeded #proportionality. Setting aside damage to ships in international waters, loss of our drone inflicted between 120 and 180 million $$$$ in loss. Proposed strike might have caused up to 150 lives.
Trump correctly concluded that such a response lacked proportionality. That consideration is important.

Limiting our response to inflicting proportionate damage demonstrates both #wisdom and #justice.
