Listening to David Davis @RUSI_org and I am none the wiser. But some takeaways below:
1. A reminder that the UK wants special relationship with EU (due to shared history, shared challenges, collective security). White Paper will put forward practical solutions how this can be achieved.
2. But.. those practical solutions have yet to be approved by UK Cabinet. Unclear when White Paper will be published. No solution on 'backstop' before October EU Council.
3. A reminder that UK red lines are turning pink: UK would accept ECJ remit/financial contribution when participating in EU agencies & programmes. Would also seek alignment on other foreign policy issues, like sanctions.
4. Speech highlighted divisions between UK & EU negotiators: "EU must focus less on process/legal precedents; actually, Brexit is an opportunity to rethink relations with neighbouring countries".
5. But Q&A showed that there are still real divisions within Cabinet over Brexit. Makes it hard to think creatively - or make progress in talks. So yes.. none the wiser.
* just to clarify: no agreement *with EU* on 'backstop' expected before October Council. DD was more optimistic about agreement in UK.
