1/Thread on Govt Funding to Avoid a Shutdown. Congress is back this week, planning to work 2 weeks before adjourning, but facing a 12/7 deadline for continuing funding/a number of fedl executive departments & agencies. fedweek.com/fedweek/deadli…
2/Of 12 regular appropriations bills for exec branch, 5 were enacted in Sept, covering majority/fedl em’ees &/fedl spending. Employees/those depts—including some /largest including DoD, VA, HHS &Labor—are protected from shutdown threat bc full-year funding for them is in place.
3/There’s a bill wrapping together 4/the other measures—covering Agriculture, Interior, Transportation, HUD, the IRS, related agencies, & various science, financial regulatory & central management agencies—remains pending in a House-Senate conference.
4/Remaining 3 spending bills—1 on DHS, 1 on State & other foreign affairs agencies, & 1 on Commerce, Justice & science agencies—could also be tied together or could be addressed separately.
5/The most controversial is the DHS appropriations bill, which covers border security generally, but most particularly the border wall funding. @POTUS has suggested a shutdown was possible rather than accept a bill not providing for the #Wall .
6/If DHS bill is considered separately, a budget lapse triggered by a standoff over border funding would apply only there.+DHS has a high %/em’ees in law enforcement & security positions who would be kept on the job even in the event/a lapse—unpaid but guaranteed 2B pd later.
7/Congress had been in recess for most/the time since late Sept (for #midterms campaigning) so little has been done to enact funding for the rest of the current fiscal year—or to at least enact another stopgap measure until that can happen—to prevent a partial govt shutdown.
8/Dems & the MSM will no doubt try to paint a shutdown as disasterous & @POTUS ‘s fault, but if @GOP plays it’s cards right, all depts & agencies except DHS could be funded & even essential DHS sec services could count if there is a shutdown over the #Wall .
9/While I haven’t found a more recent Rasmussen poll on the border wall, the last one in Sept found support for the #Wall was trending upward, with a majority/Republicans unsurprisingly supporting it despite the @GOP controlled legislature not including it in Sept funding bill.
10/More recent Rasmussen polls on the border show increasing support for generally strengthening security. 51% of likely US voters believe caravans/migrants crossing Mexico to enter US illegally are a threat 2 public health & natl security. (Only 41% don’t perceive a threat.
12/In summary, 5 appropriations bills were passed in Sept, a bill combining 4 more is pending in conference, & 3 remaining spending bills could be combined or voted on separately in the next 2 weeks. DHS—esp the #Wall —is the most controversial issue & could cause a #shutdown .
