At the ongoing #ASP2018, @FatuBensouda, Prosecutor of @IntlCrimCourt just released the rpt on Preliminary Examinations (PE), which addresses many countries, including #Nigeria.

In her Preliminary Examination rpt, @FatuBensouda reports that "from January to June 2018, over 1,300 ppl were killed" by farmer-herder violence in Adamawa, Benue, Nasarawa, Plateau & Taraba States "& about 300,000 persons were displaced."

During the past yr, according to @FatuBensuouda, @IntlCrimCourt received allegations of new crimes by the #BokoHaram Insurgency, violations by Nigerian Security Forces (NSF) & "with respect to communal violence in #Nigeria's North Central & NE geographical zones"

On the whole, @IntlCrimCourt is examining 8 potential cases of crimes for possible investigation against both Boko Haram & #Nigeria's security forces & also analyzing new allegations against both sides. Separately, it's also examining alleged crimes in the Middle Belt

With reference to the situation in the Middle Belt, @IntlCrimCourt "continues to gather information to determine whether there is reasonable basis to believe that the crimes alleged in this context fall under ICC jurisdiction." Put differently, the Crt hasn't yet decided

The @IntlCrimCourt rpts that as at Sept 2017, only 13 persons had bn tried for terrorism in connection with #BokoHaram activities. Of those, 9 were convicted. Currently, there're 33 pending terrorism cases at the Fed Hi Court. Another 116 are awaiting trial in Kainji

In Oct 2017, #Nigeria began 3 rounds of mass trial in the Fed Hi Court in Kainji, Niger State, to process thousands of #BokoHaram suspects in military detention. In these trials, they tried to process a majority of 1,669 detained #BoKoHaram suspects

According to @IntlCrimCourt "the great majority of the more than 360 persons convicted in these trials were charged with providing material & non-violence support to #BokoHaram. Several observers also raised fair trial & due process concerns with respect to these trials"

The @IntlCrimCourt notes that "#Nigerian authorities appear to have taken concrete steps toward fulfilling their primary responsibility to investigate& prosecute ICC crimes" but cautions that many of the proceedings "may be affected by procedural & substantive issues."

Despite some co-operation by #Nigeria, @IntlCrimCourt observes that the country has not demonstrated a will to hold security forces to account because "the #Nigerian authorities tend to deny any allegation against the [security forces]."
