1⃣ Let's take a look at how the Senate works. I've spoken to a decent segment of certain political persuasions to warrant a fresh look. At first, specifically be concerning voting procedures. #Senate ⬇️

2⃣ Aside from Revenue(tax) bills, bills can originate either in the House, the Senate or both simultaneously. When the bill has been polished it goes to a vote. There are two primary types of vote & one that is considered a countermeasure. #Senate ⬇️

3⃣ Out of Roll Call, Voice Vote & Division Vote, Voice is most used. The bill is brought to a vote & Senators verbally call off 'Yea' or 'Nay'. The presiding officer mentally tallies the verbal vote as best they can & announces the results. #Senate ⬇️

4⃣ If a member of the Senate doubts the result, they call for a Division Vote. It's also called a Standing Vote & the presiding member calls for another vote in which they physically count the verbal votes. #Senate ⬇️

5⃣ Roll Call is exactly what it sounds like. A clerk calls the Senator's name & each vote is recorded for posterity. Roll Call is used when 1/5 of the quorum requests with a minimum of 11. #Senate ⬇️

6⃣ Per routine, a simple majority is required to pass a bill. There are 100 Senators, so a bill must have 51 votes to pass. #Senate ⬇️

7⃣If the Senate is perfectly split, the Vice Present will be the tie-breaking vote. After the bill has passed both House & Senate, the @POTUS will then sign it into law or veto it. If vetoed, the bill goes back to the originating chamber.

8⃣Simple, right? It used to be. May I introduce the demon-angels called #Filibuster & #Cloture. Filibustering is used to delay or block a vote. It's design was to give the filibustering party time to flip votes or perma force a bill out. #Senate ⬇️

9⃣ In the Senate, unlike the House, unlimited debate is allowed. Filibustering in action is pretty boring unless you're really fired up about the topic. It consists of Senators speaking on the Senate floor for as long as they can. #Senate ⬇️

🔟This can consist of one Senator or many. For reference, the record for the longest INDIVIDUAL speech goes to South Carolina's J. Strom Thurmond.

11 🙈 BTW, the H passed the bill with a majority of both parties' support, R 167–19 & D 118–107. Again with S, the majority of both parties. R 43–0 & D 29–18. D party sucked back then too.

12 🙉 In the case of Thurmond, he was the only person filibustering. It's an easy example. There are two ways to filibuster. Thurmond either had to stop speaking or a super majority of Senators must vote 4 #Cloture. #Senate ⬇️

13 🙊 A super majority is 60 or more senators. All debate is stopped and a vote is taken. The bill is voted up or down. There you have it, the end of the basics. Or, cloture of the basics, I should say.
