Iraq did do it, in December 2002, at the very end of the UNMOC process. But this is not standard procedure and I can't think of comparable cases.

At dinner at @StanfordCISAC listening to @timkaine talking about Trump and the bomb.
Kaine starts hot, stating that he thinks Trump might “blunder us into a ... catastrophic war” with Iran, Venezuela or North Korea. Iran worries him the most.
Now he’s doing that annoying centrist thing where he undermines everything he just said by pointing out that war with Iran might be a good idea in some circumstances.

The MEPs were arrested on the runway at Kleine Brogel AB in Belgium, protesting the forward deployment of US nuclear weapons there. Believe it or not, the break-in represents an *improvement* in the previously lax security at KB. (1/5)

In 2010, @Vredesactie bombspotters broke into KB -- also planning to get arrested on the runway. After no one showed up for about 40 minutes, they started to wander around the base before being confronted by a lone guard with an unloaded weapon. (2/5)

For the last 24 hours I've been texting & calling with refugees in Libya. 500 are apparently stuck in a Tripoli prison w/o food & water after heavy fighting broke out two days ago. They say their guards ran away, leaving them alone.
These refugees are men, women & children. They tried to cross the Mediterranean earlier this year, but were found by Italian boats, who turned them over to the EU-backed Libyan coastguard, who put them in prison. The conditions were already terrible before the fighting started.
Oh the phone earlier I could hear children crying & what sounded like bombing in the distance. The refugees say everyone's incredibly frightened. "We hear machine guns, tanks, big bombs, last night from the roof it was all fire."

It's a hard call and what we decided is not a criticism of others. I'm writing this thread to explain our reasoning, and to draw attention to what happened. The executions were apparently carried out by military forces from a key U.S. ally, Cameroon.
Three factors coalesced for us: the horrifying execution of women and children, its connection to the United States, and the fact that an authenticated and translated version of the full video was not available to the public.
