Example: Read the Manafort section. It's damning on collusion, but not all threads could be followed. Now imagine if he had flipped. But apparently Trump team dangled a pardon/assurance.

A close read of the report shows many, many people "cooperating" but apparently not fully coming clean with Mueller.

Upshot: Public may not have info from intercepts of Russians/WikiLeaks confirming meetings, adding details etc

All that said, I agree with @KenDilanianNBC (and others): "the report details plenty of collusion, defined as two sides acting out of mutual interest"
