James Comey, Robert Mueller, Chrisopher Wray, Chuck Rosenberg AND then-Attorney General John Ashcroft were all prepared to resign from the Justice Dept & FBI under the W. Bush Admin.

Why? For unlawful surveillance on U.S. citizens.

Across the upper ranks of the Justice Department & the Bureau, letters of resignation were drafted. Comey’s read, in part, “I and the Department of Justice have been asked to be part of something that is fundamentally wrong.” If Comey went, Mueller went;
if Comey & Mueller went, so would the top ranks of both agencies. Wray, assistant AG in charge of the Criminal Division, stopped Comey in the hallway, “Look I don’t know what’s going on, but before you guys all pull the rip cords, please give me a headsup so I can jump with you.”
Mueller, Comey & most of the senior leaders of Justice & FBI were preparing to resign when a call came from Ashcroft’s chief of staff with a plea: The AG isn’t well enough to join you in resigning yet and he can’t be left hanging alone; hold on until Mon, when he can join you.
