I've been following the SNC-Lavalin affair relatively closely and it's true as @JamesB_Kelly says that Canadian lawyers have been pretty quiet on this one

Parts of the controversy are troubling, others less so

Making a significant and important change to the Criminal Code in an omnibus budget bill with inadequate parliamentary scrutiny is troubling

But political/legal disagreement about the meaning of this new Criminal Code provision is not so surprising
Maybe I'm missing something but when I search Hansard for "deferred prosecution agreement" I get (until last month) mainly tumbleweed.

But there are some astute comments by @PierrePoilievre and @DanAlbas

If I may, I want to offer a few lawyerly thoughts on the latest in the SNC-Lavalin story. With the utmost respect to the journalists working on this and the pundits pundit-ing about it, I’m far from convinced that all the breathlessness is justified.

The question, last year, was whether to negotiate a “remediation agreement” with SNC-Lavalin. The authority to do so is found in Part XXII.1 of the Criminal Code.

Note s. 715.32(1)(c), below. It requires the Attorney General to sign off on the negotiation.
Why would Parliament require the Attorney General — a member of Cabinet — to approve the negotiation of a remediation agreement?

I’d suggest that this is to ensure political accountability for what is ultimately a policy decision as much as (or more than) a prosecutorial one.

I'll point out one more stumbling block regarding pressure on the AG to cut SNC-Lavalin a deal. The prosecution is carried out by the Director of Public Prosecutions, who is largely independent of the AG & appointed for a non-renewable 7-year term .../2 ppsc-sppc.gc.ca/eng/bas/index.…
The DPP has a staff of about 1000, and is independent of (but subject to the supervision of) the AG... /3 ppsc-sppc.gc.ca/eng/pub/fpsd-s…
The AG can issue a directive to the DPP about a prosecution or even assume conduct of a prosecution, but must do so in writing and a notice must be published in the Canada Gazette. .../4
