It makes sense if we assume Trump put the person he saw as "the black guy" in charge of the department he (wrongly) assumed dealt mostly with black people. There might be words more precise than "weird" to describe this decision of Trump's.

I'm surprised this has gotten so much attention. I mean, this is pretty obvious isn't it? All I did was apply Archie Bunker's Razor to the situation. If you want to understand what Trump is doing, just ask yourself WWABD.
