At a packed Exeter HATOC for @ExeterCycling to stand witness to what Councillors & Officers say about cycle safety & speed compliance.
There's plenty of time to discuss the minutiae of bus/taxi issues.
Jamie Hulland (DCC) updating on Exeter Transport Steering Group, making reference to @ExeterCycling 8 point plan (which he states will be replied to in the January HATOC)
Cllr Avaschin asking about the Work Place Parking levy.
Cllr Prowse asking about Air quality, noting that air quality is not good, despite what's said in document noting that enabling cycling would help fix the air quality problems.
#ExeterAQAP
Hulland claiming #pollution levels have dropped and expect to drop further. I'd ask what they know about new areas not currently being monitored
Hulland defending their reluctance to adopt a Congestion charging zone and the Work Place Parking Levy. "It's a challenging piece of work"
Coles Avaschin & Brennan pressing for real answers. Hulland prevaricating, saying more work needed.
So will that be done?
Officer Will Pratt updating on the SUMP: stating new housing growth has not seen increased traffic volumes, extra has been absorbed by sustainable transport & an 85% increase in cycling
Pratt: looking at Placemaking in Heavitree, South Street & filtered permeability areas
Pratt: looking for 50% walking and cycling. @ExeterCycling there could be so much more with good provision
Pratt: looking into Single integrated ticket platform and Mobility as a Service. £0.5m invested in this
Pratt:Aiming to reduce car use from all areas.
My thought: Exeter still expected to suffer the consequences of people living in the rural Idyll & driving in to pollute our city.
Cllr Prowse commenting that 1107 buses go up Exeter High St daily
Cllr Ackland stating we need to take some innovative steps, and even consider closing some roads to private cars.
Cllr Atkinson asking why there is not enough cycle routes in Marsh Barton?
Pratt: we should organise use trial road closures.
Me: hear hear - get in with it!
Officer reporting on "waiting restrictions" which seems to be a euphemism for spending lots of money to stop drivers parking on junctions (which is against highway code anyway). Grrrrr
Officer Hulland discussing the interim bus stops on Sidwell St.
Me= I'd have like to have seen that space allocated for a safe cycle path. There's no safe cross city route. Families have to share with buses.
Officer discussing improvements to Clements Lane near station, some questions about deterring cyclists.
Is anyone asking about providing safe routes for people cycling or only deterring them?
Officer Liz Holloway updating HATOC on E4 cycle route.
Planning application for phase 2 (that they didn't consult on, grrrrr) is bring submitted today
Cllr Prowse referring to @ExeterCycling reply to the E4 consultation. Officer Holloway thanking the campaign for their response and stating that Officers are considering it.
Officer Holloway starting that they have Npif funding for phases 2-3. They are looking at phase 4 to uni. "Well aim to keep it as consistent as well can along Union rd"
Jeremy Phillips road safety manager telling us nothing we don't already know: that people who cycle are hit by drivers who fail to look and fail to judge speed
@ExeterCycling
2. But mitigating this by training children through bikeability rather than reducing car driver's speed to enable them then to look more carefully. Why not 20mph speed limits? He didn't even cover it!
3. Also mentioned infrastructure (me: we don't have a network), employer info on routes, police ClosePass + Snap
3. Shockingly ignorant questions from Councillors focusing on helmet use rather than safe road design. #victimblaming
4. Did agree with a safe systems basis for reducing KSI and feels that reflects #VisionZero
5. Still awaiting a >2 year delayed report on 20mph from @transportgovuk
Scandalous!
6. Did respond to question from Cllr Prowse re 20,mph supporting zones but stating less evidence for one off limits for roads.
Last tweet as we hear a report on Clear streets charter. Nice aims. Will they deliver?
I'm glad that
@ExeterCycling are looking at unnecessary barriers on cycle routes. These disproportionately affect disabled people who cycle (there are lots of those!)
Cllr Ackland challenging the lack of resources to deliver the aspirations of the clear streets charter #PavementParking
