In my professional world of consulting, I have allowed conversations to progress to the point where a prospective clients makes an "ask" of me. Then the response is "That's a very interesting question, and as soon as you have located a budget I would be delighted to answer it".
It's appropriate for us to act as guides to our friends and family for free, as those relationships are in the love/gift economy. Turning them into transactions isn't right in general. However, we are going to be faced with people in work situations who need a "reality upgrade".
My feeling is that the answer is "yes" by default, but if they want it to be delivered in timeframe or method designed to suit their needs, and not yours, then it's time to discuss recompense for you sharing your understanding and insight. Create space for reasonable reciprocity.
