If a fed official, a NY resident, engaged in a bribery/extortion scheme to harm a citizen of, let’s say Delaware, could a Delaware or NY prosecutor bring charges under DE or NY bribery/extortion law?

Asking for a President.
And a @VP.
2/ A loose precedent, if one is thinking about state jur flexibly, from a state bribery scheme spilling into the Vice Presidency and a state investigation:
Spiro Agnew.

Agnew wasn’t using a fed power directly, but was abusing the fed office.
