A week late, but let's do a thread on the Alabama VRA case and what it might mean for redistricting in 2024. The Supreme Court is expected to reinterpret the VRA--one way or another--next spring, and the Court's new guidelines will change the way states approach redistricting. 1/
Earlier this year, a lower court ordered Alabama to redraw its map (left), which has had one Black-majority district since 1992. Plaintiffs convinced the court that the VRA required Alabama to draw two Black-majority seats (right, for one example). 2/ ImageImage
SCOTUS has long had a 3-factor test (the "Gingles factors") to determine when a VRA district is required:

1. A compact district can be drawn that is at least 50%+1 of a min. group
2. The minority is politically cohesive
3. Whites bloc vote to defeat minorities' candidates

@USATODAY @DemRedistrict Unfortunately, @EricHolder should know that deliberate racial gerrymandering - also known as “minority access districts” in #Florida - certainly contributed to the problems he describes.

Look at the current #FL05 and #FL20.
@USATODAY @DemRedistrict @EricHolder Black Democrats and (presumably) White Republicans should share credit.

Most Black Republicans have won majority White districts.

Few if any Black Democrats represent majority White districts.

@AnnaForFlorida Respectfully, the #Florida Constitution doesn’t require the parliamentary system, so exact proportionality has never been an objective.

The current #FL05 is an obvious racial gerrymander - look at the map - and these look more compact.

The more urban areas include some creative lines for minority access, but, okay.

A legitimate issue is representation.

@AnnaForFlorida Then-Rep. Alcee Hastings (D-Fl-20) responsibly announced his pancreatic cancer diagnosis in January 2019.

He should not have sought re-election.

Maybe @FlaDems urged him, but he chose to run; @Sheila4Congress challenged him; @browarddems @PBCDemParty nominated Hastings.

#FL5, like most of America's ugliest racial gerrymanders, has its roots in the '92 redistricting cycle. The Bush 41 DOJ took a then-prevailing, but since-discredited, view of the VRA that required states to aggressively gerrymander to maximize the Black population in VRA seats 2/
The Bush DOJ pressured Southern states--mostly still run by Democrats--to break up 35-40% Black seats that were Black enough to elect a D, but white enough to ensure that D was white. This led to significant opportunity for Black D's and white R's at the expense of white D's. 3/

@FiveThirtyEight The four maps are very similar. All create 14 🔴 seats, 8 🔵 seats, and 6 🟣 seats. They have a mild GOP bias, but it's pretty shocking Republicans didn't try to gerrymander them further. They left a lot of seats on the table. projects.fivethirtyeight.com/redistricting-…
@FiveThirtyEight The maps leave #FL05 and #FL07 intact (though #FL07 does get 4 points redder). The biggest changes came in the I-4 corridor, where #FL09 becomes safe 🔵, a safe 🔴 #FL28 is created, #FL15 goes from 🔴 to 🟣, and #FL14 goes from 🔵 to 🟣.

Thanks to the FL Supreme Court's hard right turn, Republicans could stretch their current 16R-11D lead in House seats (left) to as wide as 19R-9D (example, right) - erasing most of Dems' current House margin.
The reason? Unlike maps in other large states the GOP controls (TX, GA, OH), the current FL map isn't already a Republican gerrymander. It was redrawn by courts in 2016 after a more liberal FL Supreme Court struck down the GOP's 2011 map. Now, Dems are in big trouble.

FLORIDA: if you thought things couldn't get worse for Dems...it can. FL could be the GOP's biggest redistricting weapon of 2021.

FL is poised to gain two seats. At a minimum, Rs could easily add two new safe R seats (right) to the current 16R-11D map (left). But...
Because the FL Sup Ct has turned sharply right since 2015, Rs could be even more aggressive - in defiance of FL's Fair Districts amendments.

At the extreme end, Rs could attempt a 21R-8D gerrymander (below), which could cost Dems almost their entire House majority.
In the example above, Reps. Stephanie Murphy (D) #FL07, Charlie Crist (D) #FL13 and Al Lawson (D) #FL05 would all end up in double-digit Trump districts - which might help explain why Murphy & Crist are threatening statewide bids.

Now that we have the majority of the results from last night’s primaries, what are the next race progressive are looking at?

On August 18 there will be primaries in Alaska, Florida, and Wyoming. While these states are fairly red they are interesting and we could get some wins.
Note: These are just congressional candidates (there could be many state candidates who are not included).

Alaska this year has gone from a “Safe GOP” state to “Lean GOP” across the board, meaning it’s going to be pretty competitive.
For Alaska Senate we’re backing Al Gross. While Gross may not be a perfect progressive he is a strong candidate who could flip the seat and be an ally to progressives in the Senate (certainly worth looking at his campaign and platform).
