1/ When Modi ordered #Rafale36 off the shelf from France, Modi himself and his ministers, other BJP leaders along with Modi bhakt Media reporters kept repeating and keep repeating one sentence- “it is an emergency purchase for IAF”
2/ If it was an emergency requirement, it would have been ordered under the Fast Track Procedure of DPP. If so, when did IAF submit the proposal for 36 Rafale and did the then Chief of Air Staff approve it? When was the approval given by DAC and did Mr Parrikar know about this?
3/ If IAF submitted its proposal and DAC approved it, when did the meeting take place? When was this proposal processed?
If not, who gave the he number 36 to Modi? How could Modi take such a unilateral call in violation of all the set procedures? And why he did so?

How did such big a deal went through without the mandatory bank guarantee from Dassault?
3/ If Dassault falters on delivery schedule, in absence of a bank guarentee, what is the security Modi govt got from France?
Why did law Ministry’s red flag on the contract was sidelined? Who advised for that? And for whom?
