A tensão na ilha já estava altíssima por conta de suspeitas de corrupção do governo, o que afetou gravemente a recuperação de Porto Rico após o furacão que devastou a ilha em 2017.
O caldo ferveu no último dia 10, quando o FBI prendeu dois ex-funcionários do governo, além de empresários e empreiteiros, alegando participação em corrupção com recursos federais destinados a educação e saúde. A fraude chegaria a 15,5 milhões de dólares entre 2017 e 2019.
