@Stephen_Curry I'm trying to solve these very problems with @PeerReviewIo . It uses a reputation system to match papers to reviewers, allowing completely open review but maintaining quality by ensuring reviewers are knowledgeable. #RoadToOpenScience
This same system could be used to allow the general public to engage with papers by offering a separate comment area and clearly annotating who has peer recognized knowledge on a topic vs those who don't. (By showing their reputation.)
Initially it's going to be pre-prints with attached open review, but working towards a system that can count as the version of record as well.
