🇨🇦 Third reading debate on #Billc6 will continue sometime next week and there will be a final vote. The House approved the amendments from the Justice Committee without debate. The key section is the definition in Section 320.106 . /2 Image
The amendments further confound an already confusing definition by adding a reference to gender expression which is not found in other conversion therapy bills or policies. The problem here is that there is no way to define a "cisgender" gender expression or identity in a way /3
that does not depend on shifting cultural stereotypes about dress, appearance and behavior. The definition also draws a binary distinction between cisgender and everything else which does not make sense even from the perspective of gender ideology. /4

#Billc6 update. The minutes for the clause by clause review of Bill C-6 on conversion therapy have been posted so we can see what other amendments were proposed. The approved amendments are in the report of the committee. /2

There were a series of amendments proposed by @r_garrison which would have made the bill more restrictive by extending the ban to adults. These were rejected. The one amendment that passed changed the wording of the exemption in a way that, in my view, is a small improvement. /3
This is the amendment proposed by Rob Moore. It misses the point. #BillC6 is likely to move ahead without amendments.

The “one-way” definition in #BillC6 is Recommendation 2 on p4.

"Gender conversion practice is an intervention aimed at changing a person’s sexual orientation to heterosexual and/or a person’s gender to cisgender" /2

Looking ahead on #BillC6. The Justice Committee will do clause by clause review of Bill C-6 tomorrow. Based on the comments at the hearings, I expect the Bill to be approved without amendment. After Friday, the House is scheduled to adjourn until Jan 25, 2021. /2
When the House returns it will consider the committee report. Amendments can be proposed at this stage. It will then move on to third reading debate where there is a further opportunity to propose amendments. This is likely to happen sometime in February. /3
The Bill then goes to the Senate, which repeats the process. After second reading, the Bill will be referred to the Committee on Legal and Constitutional Affairs where there will be another chance for public input. /4

Time to start thinking about amendments to #Billc6. Amendments after 2nd reading have to respect the scope and principles of the bill there is little chance of getting gender identity removed completely, but there are things that can be done. I have prepared some ideas. /2

Both deal with complex and emotionally charged issues. In both cases, the government consultation seems to have been only with activists on one side of the debate. In both cases the most visible opponents have been religious conservatives but opposition is in fact much broader /3
and includes both religious and secular concerns. One critical difference is that while the media is providing balanced reporting on Bill C-7 there is no such balance on Bill C-6. No Canadian media is covering the issues raised by Detrans Canada. /4

The @MinJusticeEn has now published a Charter Statement on #billc6 to ban "conversion therapy." The level of analysis is embarrassingly low. Most of the paper simply summarizes various sections of the Charter that might be applicable. /2

The language of the bill is vague. @JamesCantorPhD describes the terminology as "incomprehensible" and is concerned that it will restrict therapists from helping patients become comfortable with their original gender . /3

🇨🇦 Getting needed changes to #BillC6 on conversion therapy is going to require an unlikely alliance. The only elected officials who are willing to criticize the bill are members of the social conservative wing of the Conservative party. They are a minority and need allies. /2
The potential allies are a diverse group I will loosely describe as "gender critical" whose main concern is the treatment of gender identity. This group includes doctors, psychologists, feminists, parents of dysphoric kids and de-transitioners. Many are LGB or LGB supporters. /3
In order to make this alliance work, both sides need to accept some hard facts. The social conservatives need to accept that therapy cannot change sexual orientation. Many gays and lesbians have suffered serious abuse at the hands of conservative religious leaders. /4

even extends to activities which are necessary and desirable. For example, it would be a crime to try to stop a 14 year old boy from having sex with older men or to help a 17 year old repress his attraction to younger children. The bill should be withdrawn and redrafted.

🇨🇦People have been asking me how long they have to submit a brief on #billc8 on conversion therapy. The short answer is I don't know but my best guess is at least 4 - 6 weeks. A longer answer requires an explanation of the process of passing a law in Canada. /2
Every bill goes through 3 readings in the House of Commons and Senate. First reading is the introduction of the Bill. It took place on Thursday. At second reading the bill is debated in principle. This could start as early as Oct 7 but probably won't for at least a week. /3
If you have concerns you want raised at second reading, write or call MPs. @GenderReportCA has a template letter you can use as a starting point. The bill is going to pass second reading. The Liberals can combine with the NDP and Bloc to pass it. /4

that the bill is not intended to criminalize private conversations or expressions of opinions, he has not been very clear on what it does ban. Everyone is agreeing that certain forms of conversion therapy' very band and should be banned but nobody can say what they are. /3
This is not acceptable when you are talking about criminal laws which carry a maximum penalty of give years in prison. Is there anyone in the government who can give a concrete example of a practice that the bill will ban or an example of a practice that is permitted? /4
