I think I've figured out what the scam is here in Ontario.

It's about credit and its about logistics and its about money.

Basically the Ontario government wants the credit for a rollout that they aren't paying for.

Bear with me: This is all very Irish stroke-politics. But its also a Quebec thing.

Quebec politics demands constant friction with the federal government. It appeases nationalists, and even gives federalist parties a look of agency.
