I often think constitutional law research by Irish scholars is so rich because of our unique context, in a constitutional system that has one foot in colonialism and conflict, and one (today) in the rich Global North.
#Ireland's war of independence, civil war, 1922 Constitution, partition, and 1937 Constitution (still in force) sets our experience apart from the gradualist constitutional development of e.g. #Canada, #Australia, #NewZealand, but has commonalities with other states (e.g. India).

The #BuildToRent policy introduced by @MurphyEoghan & the SHD policy introduced by @simoncoveney didn’t “encourage developers to build more homes” they set up a framework where 1. more bad units could fit in any site & 2. 100+ unit schemes could skip normal planning processes.
2/
This became a feeding frenzy. Developers and investment funds purchased large land banks in prime urban locations as the potential of fitting a lot of tiny rental units close to well served locations (big rents) meant land values went up up up.
It’s not rocket science.

This is the floor plan of a studio apartment, the entrance is at the bottom of the image and the only actual window is at the top. The unit is about 37sqm which is the absolute minimum that is legally permissible for this type of unit.

1) At 05:20hrs this morning, approximately 80 Gardai arrived at Ionad Seán Heuston. Several homeless were arrested and will be before the high courts this morning for breaching a court order prohibiting them from seeking shelter in an abandoned warehouse.
2) @DarraghOBrienTD & @HomelessDublin are responsible for this situation. Not once in four weeks did they attempt to engage with the homeless there to offer alternative accmmo and an exit plan out of homelessness.

(2/n) Students and staff who drive face extortionate petrol/diesel prices and endure long, stressful commutes. Many have no choice but to tolerate this situation due to #HousingCrisis but also the lack of transport infrastructure. But this isn't all...
(3/n) University/college staff and students who usually drive but find themselves unable to - e.g. due to a medical diagnosis that bars them from driving, or due to no longer being able to run a car, etc. - may suddenly rely on public transport. But where's the infrastructure?

.@IrishTimes with a nearly 4,000 word feature on how bad it is to be a landlord in Ireland, calling for cuts in regulations, guaranteed profits etc. Did I miss a 4,000 word feature on tenants lying awake at night fearing eviction for them and their children? #HousingCrisis
I'm not quite sure what 'subsidising' means here, I think that the landlord is subsidising their tenants because they don't make a clear profit? The tenant in this case will still pay the bulk of the mortgage and take ownership of a very valuable asset.
In commercial property rentals a business in situ has a right to remain even if the property is sold, however it is 'unconstitutional' for families and children to have the same right? If landlords wish to be treated professionally shouldn't they have professional obligations?

Costs of existing houses & apartments for purchase in Dublin are extortionate.

What is equally incredible is the amount of work many of these potential homes need.

Sure, many are liveable & have good locations, however most will require new owners to sink extra €€€.

The cost per sqm for this house is over €5,000. If you were to consider renovating this house for a conservative figure of say €800/sqm, you’ll need an extra €100k.

€350,000 for 65sqm, E1 BER (€5300 per sqm)

Same deal: upgrade windows,replace floors, new kitchen, bathroom, paint, at a dubiously low figure of €800 and we’re looking at a property that will send you well over €400k.

I genuinely appreciate that there’s a ‘reasonableness’ thing at play in this issue, and that some folks, myself included, are throwing around the term ‘housing crisis’ — at least in #LdnOnt — though it’s not, in fact, been declared at any official level. I propose that we do. 1/n
We are facing in #LdnOnt *all* of these things, not just as trickle-down or domino effects, but SIMULTANEOUSLY across multiple scenarios for people seeking shelter, temporary, transitional, or permanent household, across classes and other intersectional identities.

And, of course, simultaneous with all of the above, in #LdnOnt, we do also have:
- folks seeking to buy their first home, again, in a heavily financialized market.
So, if we are unable to house any part of our population in the housing they seek, let’s call it an emergency. 5/n

2008 global crash w an added property speculation bubble (largely driven by FF policy) which bursts in Ireland.

Country goes bankrupt, land ends up in NAMA.

Under FG/ Labour gov to follow much of this land is flogged off to get it off the balance books.

Much of this land ends up in the hands of speculators & vulture funds brought in by FG while part of a FG/ Lab coalition.

2015 Minister of Environment @alankellylabour brings in Section 28(c) of the Planning Act which allows the Minister to make diktats over housing policy.

Tomorrow I receive my #UniversalCredit twice a month I receive £293.00. I have a shortfall in #HousingCrisis of £54 per month , paid my bills . I have bought £14 of food. I now have £6.21 left until 6th June . #DUP get back and form an executive .
I also just remembered my next #UC will have to be used for oil . I rely on friends and my 68 yr old father . Im also disabled and had to return my #motability car as I could not pay for fuel. My car gave my some freedom . Since #covid my anxiety is unbearable @RobinSwannMoH

Quick thread on Price-to-Rent Ratio?

The price-to-rent ratio can be helpful for gauging whether or not an area is “fairly” priced, or if it’s in bubble territory.

To determine the price-to-rent ratio in a given area, divide the median home price by the median annual rent.
Generally, a price-to-rent ratio higher than 21 means it’s cheaper to rent in that area.

As of 2019, the price-to-rent ratio in San Francisco is over 50, the highest in the US.
For every $1,000 you’d spend in rent, you’d have to pay $601,362 to buy something comparable.
e.g. a place that rents for $4,000/mo. would cost roughly $2.4M to buy.

At that rate, it’s cheaper to rent than to own, as the estimated monthly mortgage payment would be around $10,000.

I have heard shocking stories from across London. In one of the richest cities in the world, children are living in uninhabitable housing.

London has a homelessness problem, with 10 times more homeless families in temporary accommodation than the rest of England, including 86,000 homeless children. London also has the highest child poverty rate in the country.
The name “temporary” accommodation is misleading and masks how the state uses it as a long-term policy fix. People I spoke with had often been living in temporary accommodation for months and years at a time.
