The 2% cap on Council Tax rises (temp 3%), from the Localism Act 2011, may be increased to 5% today.

Council Tax needs substantial reform. It is regressive, unrelated to ability to pay, and out-of-date with property values.

But #localgov should be championing the cap rise.šŸ§µ
That local govt revenues have been battered through austerity is a given. That hole can never be wholly filled by increased Council Tax without an unbearable burden on poorer households.

But Council Tax is an important democratic tool.
It goes to the heart of local government's constitutional role to have the power to raise taxes on its constituents as a legitimate, elected public governing institution, to provide services for them on their behalf.

Growing the economy wonā€™t be easily achieved if we canā€™t provide the routes to jobs of the future.

We need to be investing more now to give people the right skills to keep up with demand and provide the next generation of engineers, teachers, nurses and care workers.
Every local area has its own unique mix of jobs, qualification levels, unemployment & vacancies - a one-size-fits-all national approach to tackling a looming skills deficit is not the solution.

We need more routes for people to access community-based learning, not less.

With the dust settling on Mondayā€™s #socialcare announcements & time to reflect, hereā€™s a thread with some further personal conclusions:
1. That the State places a cap on individual liabilities for care costs is a worthy principle which subsequent govts could improve (e.g. free care = a zero-cap); I question whether it should be the 1st priority now (see 3 below).
2. The cap proposals will help few people initially & takes us back to where we would have been in 2016 had the Cameron govt not cancelled the original reforms (legislated for & funding agreed by Treasury). Not so much a bold step forward but the reinstatement of 5 lost years.

Treasury mooting idea of replacing council tax & stamp duty with a national property tax. Might sound on surface as if thereā€™s a logic to it but the consequences for #localgov and local democracy would be dire. thetimes.co.uk/article/rishi-ā€¦
Council tax is a very unhappy tax- itā€™s regressive, linked to 1991 property values so those in lower band housing pay proportionately more than those in homes whose value has spiralled since. & itā€™s paid like a bill, unlike other taxes deducted at source so people notice it more.
Despite its deep flaws council tax seems politically untouchable, esp amongst Tories, as it only came about in the wake of the poll tax riots & the demise of the Thatcher Govt. Since then itā€™s rather been filed away in the Treasury under ā€œthings not to touch with a barge poleā€.

Recently I've seen calls for people to start getting involved in their local (municipal) elections. If anyone is up for an example of why we need more people doing so, look no further than here, in Burlington, ON. /1
/2 Burlington has been building up over the years. It's been very noticeable the past decade. I could go on about our ex-mayor's role in this, but I'll focus on the here & now. After our municipal election documents were made public, I did some digging on my ward councillor.
/3 I took his 16 campaign contributors (no businesses listed anymore, just names) & on a hunch I started searching. What I found shocked me a bit. Out of the 16 contributors, 11 were developers or tied to development. For those in Burlington, here's the list:

So it is never just #energy #energytransition work we are doing. We are not just trying to hit #netzero we are intervening in peoples lives and #capabilities

Council run leisure facilities play a key role in keeping communities together, the nation active and reducing the burden on the NHS.

As representatives of #LocalGov, we're proud to back the #SaveLeisure campaign, launched by @CommLeisureUK, @_ukactive and @cimspa.

Why? Thread:
Leisure centres and other sporting facilities provided by councils support 36% of physical activity across the country.
While private sector facilities contribute greatly, it is councils that provide the swimming pools and other facilities that would generally be less profitable for and less attractive to the private sector.
