This year, ICIJ published more investigations than ever before – some were based on new leaks, others responded to unfolding global news events, and many dug into patterns and topics to emerge from past ICIJ projects.

🧵Here’s a recap of our top stories:

ICIJ also finished updating the #OffshoreLeaks Database with structured data extracted from the 11.9 million records that make up the #PandoraPapers — allowing the public to explore companies and people that use (and sometimes abuse) tax havens.

Major news on #ChinaCables:

The US sanctions four Chinese officials responsible for Uighur internment camps, including Zhu Hailun, the author of the leaked documents revealed by @ICIJorg

home.treasury.gov/news/press-rel…
Here’s our profile of Zhu Hailun, who the US Treasury sanctioned for having “established the policies and procedures for managing these detention camps.”

He was the right-hand man of Xinjiang governor Chen Quanguo

“We shall load our guns, draw our swords from their sheaths, throw hard punches and relentlessly beat, and strike hard without flinching at terrorists,” Zhu once told Chinese soldiers sent to put down ethnic unrest in Xinjiang

The leaked #KarakaxList mentions at least 4 “re-education camps” that Uighur detainees were sent to in #Xinjiang.

Together with @CherieChancy and @NaomiConrad, we verified and located the camps using satellite images and governmental documents and bids. (Thread)
We were able to verify and locate two of the “re-education camps” (1+2) mentioned in the #KarakaxList.
And we also located two other camps (3+4), using satellite images and governmental documents, including tender bids and financial plans.
We had a closer look at the largest “re-education camp” mentioned in the leaked #KarakaxList which is based at the south-east corner of an industrial park. (Satellite imagery 26.11.2019).

*BREAKING*: 3rd MAJOR LEAK from XJ - a detailed list of Uyghurs in re-education, w/ reasons for internment & why they should (not) be released! Same source as #ChinaCables. Unprecedented insight into the minutiae of Xinjiang's internment drive.
MY PAPER: jpolrisk.com/karakax
137 pages, 667 rows & personal details of 2,800 Uyghurs (23.4% of them in camps/prisons): the #KarakaxList presents the STRONGEST EVIDENCE to date that Beijing is actively persecuting normal practices of traditional religious beliefs, in direct violation of its own constitution.
These Uyghurs from Qaraqash (Karakax) are shown to be interned in four main camps, three of which could be identified on satellite and related government documents. I was able to verify the identities of 337 persons in the #KarakaxList through 1000s of secondary gov't documents.

@CGTNOfficial asks: what are Xinjiang's re-education camps really about? CGTN produced several clips, but sadly omitted some of the most crucial evidence: government documents. Below is an easy step-by-step guide to what Beijing's own documents say about these camps. THREAD
The Chinese government says that re-education work must "wash brains, cleanse hearts, support the right, remove the evil (洗脑净心扶正祛邪)". archive.is/ARyEg
It also specifically says that "Vocational Skills Education Training Centers wash clean the brains of people who became bewitched by the extreme religious ideologies of the ‘three forces’". archive.is/OowEo

THREAD: amidst the #ChinaCables, a lot of new evidence and analysis in my latest paper on the re-education campaign (which came out on Nov 24, same day as #ChinaCables), got buried. Below is a detailed thread outlining new key findings.
jpolrisk.com/wash-brains-cl…
Firstly, the gov't itself says that re-education work must "wash brains, cleanse hearts, support the right, remove the evil (洗脑净心扶正祛邪)". archive.is/ARyEg
The government website with this highly incriminating statement was deleted literally the day after I first cited it in a publication. The archived version above remains available.

BREAKING: Uyghur who leaked #ChinaCables goes public. She received threats to be "cut into pieces", her husband was lured to Dubai by Chinese state security, told to spy on her.

"Stop it! Otherwise, you'll end up cut into pieces in the black rubbish bin in your front yard," the anonymous threat message says in Uyghur.

THREAD: What can we learn from the fact that Beijing did not even try to do a halfway decent job when framing myself & @dtbyler as supposedly working for a 'U.S. intelligence agency'? globaltimes.cn/content/117204…
1. The report cites outdated affiliations. Both myself and Darren have new affiliations since this summer/autumn.

2. The framing is not even remotely believable. Darren and I never ever collaborated. We only ever met once in person. We were simply lumped together.
3. There was not even the attempt to give any (even false) "evidence" for this framing. The report does not even cite that I briefed the State Department & the National Security Council at the White House, both of which would make such framing more believable (well, kind of).
