✅The IMF Executive Board has approved #LK's 17th IMF program, under the Extended Fund Facility (EFF). However, this is only the beginning.

Here is a 🧵about what this means for 🇱🇰 and what happens next. 1/6

#EconomicCrisisLK #IMF #SriLanka #Reforms
🏦The EFF aims to provide assistance to countries experiencing serious balance of payments imbalances because of structural impediments, or slow growth. It provides support for comprehensive programs with policies needed to correct structural imbalances over a longer period. 2/6
🚫What it is not? The #IMF program is not a bailout. With an IMF program comes credibility and it aims to bring back confidence in 🇱🇰's economy giving #LK access to bilateral, multilateral and financial markets. However, it does not solve all 🇱🇰's economic woes. 3/6

As I have said in many talks, and as the author @pujamehra wrote, the period 2004-13, was a, “lost decade” in terms of economic policy reform, not in terms of GDP growth rate. The latter was due to the lagged effects of 1991-2003 reforms.
The effects of sept 2019-March 2022 #policy #reforms will therefore, likely not be visible in the growth rate, before FY 24 or FY 25. However, the quicker the changes in law are reflected in the rules & procedure applicable to firms, the quicker they will be reflected in growth!
3/gdpi Remember “#India #Shining” campaign in 2003-4: Bcs of lags btwn enactment of policy rfrm into law, their translation into rules & procedures, and decisions by investors, it took years to translate policy reforms into aggregate growth. Wrld econ is in much worse shape today

51/bbr #StartUps will drive the growth of modern high quality jobs in #India. Union and State Govts must ensure complete de-bureaucratisation of the business environment (eg Labor & land rules) to ensure that this happens at an accelerated pace!

Whenever there is a discussion on what is holding Pakistan back, the #elephant in the room is #bureaucracy. So, what is wrong with bureaucracy, or should I say what wrong has it done to the country? For the answer, we need to dig a bit into its historical evolution.
Pakistan’s administrative machinery, in particular its infamous bureaucracy, is profoundly influenced by its colonial legacy. The #British had created authoritative and exceedingly centralized bureaucratic #institutions to rule the empire.

Of 15 #Republican candidates for Secretary of State (the office that oversees #elections), in 5 battleground states,

10 lack confidence in the 2020 results or flat-out claim it stolen.

Only 2 of 9 interviewed acknowledged #Biden as the legitimate winner. reut.rs/3EKY6fd
In 2020, #Trump, and #GOP legislators, not only undermined trust in elections, with false claims repeatedly debunked, they told partisan state legislators to send electors for Trump in states where voters selected Biden; a blatant rejection of #democracy.
It was only laws, and honorable officials holding to those laws, that prevented the #coup from succeeding.

The GOP are not done. Those protections are only going to get weaker with time.

"#Data: a new direction" - a public consultation by @DCMS on "reforms to the UK’s #DataProtection regime":

The consultation ends on 19 Nov 2021, and you can respond by e-mail to DataReformConsultation@dcms.gov.uk or online here:

A quick sample of initial reactions...

We're clearly going to be hearing a lot about #LegitimateInterests, as well as #commercial and #public ones. The real question being, how do this Government's interests actually align with YOURS?

140+ pages on a Friday is a lot to digest, but @lilianedwards' "penumbra of often futile determinedly populist ideas largely not evidence-based" seems entirely consistent with @DCMS's Drunkard's Walk through #data and #ID this past year...

Exactly three decades ago in the summer of 1991, I graduated. A year later, I started working at a recently-launched business magazine. I’ve had a ringside view of sorts of India's reform years. So, here are my two bits. #thread #reforms
While history rightly records the necessity of reforms thanks to the balance of payments crisis in 1991, many of the younger lot already knew the country was changing — our hopes and aspirations were vastly different from the earlier generation. #thread
The 80s were the springboard of economic change. The IT story had already begun, exporters were the new rich, and real estate was perking up. Despite massive political churn—Punjab, Kashmir, Mandal — a new economic rhythm was evident. India, or at least part of it, was impatient.

4/ag Here's a solution for "experts on everything" looking for political solutions: Central Govt should #abolish the #APMC Act and the #ECA, along with the 3 new agri laws, and leave every State to make own Agricultural laws. Then they'll be responsible/ accountable to voters!
5/ag Subject to proviso, that States cannot stop inter-state trade in agricultural goods, which framers of the constitution, correctly put under Union Govt's purview. Nor can States force CG to take any action which is responsibility of State, nor obstruct anything in Union list!

Sir, with ref to your very much needed sensitive response, in ordinariness of #ordinarypeople & with commonsense of
#commonman, may we submit as follows:
1.Instead of experimenting with #3FarmActs for 1-2 yrs, why not keep those in abeyance for 2yrs?
2. Ask #40AssnsofFarmers>>
>> to submit their #ProposedDraft keeping following in view:
a. #Reforms inter-alia shifting from existing agriculture pattern in #Punjab #Haryana etc to...
b."Cost + theory" & feasibility of #MSP for all crops
c. Is uniform #FarmActs possible for all #States
3.Likewise #GOI >>
>>needs to appreciate that instead of "experimenting" for
1-2 yrs which if results in #irreversible & #irrevocable DAMAGES will be creating more
#TrustDeficit, it will be better to keeping #3FarmActs in #Abeyance to hv #LevelPlayingField to make needful decisions cordially!>>

CPI in Sep&Oct'20 came in at 7.3%&7.6% and that is precisely why RBI did not lower rates&rightfully so

WPI came at 1.32%&1.48% in Sep&Oct 2020

Supply disruptions&labour shortages, key reasons for high CPI

CPI will fall to 6.8% in Dec&5.8% in Jan2021

Accommodative stance by RBI
Inflation target for 1HFY22 by RBI has been kept@4.6-5.2% range

Core inflation is sticky, feeding into high inflationary expectations but resumption of normality will ease supply bottlenecks&ease #Core

Problem is the blind polarisation among the upper-crust - who refuse to see anything good in #Modi. Many had forwarded to me the clip of an MP criticising #PMCaresFund hailing her as the new start in parliamentarian. Same people not interested in #NirmalaSitharaman’s rebuttal.
2/n Similarly, not a word of condemnation for the pandemonium caused in #RajyaSabha (despite televised footage) by the opposition but all sympathies with suspended MPs protesting in the laws of Parliament House and lamenting the “death of democracy”. 3/n
3/n Same set of businessmen and industrialists who have been crying hoarse about labour reforms suddenly start talking like Trade Union leaders. Would love to see their reaction if the government withdraws the amendments in #LabourCodes 4/n

#Reforms

This is big reform which will reduce real estate corruption and bring down urban land prices.

swarajyamag.com/news-brief/kar…
After the amendment, regardless of buyer’s annual income from non-agricultural sources, any Indian or a trust, society, company or an educational institution can buy farmland in Karnataka.
According to the current law, any person with annual income above Rs 25 lakh from non-agriculture sources would not be considered as a “farmer” regardless of the family background. Before 2015, the income cap was just Rs 2 lakh.

Does a domestic #fiscal adjustment in #Saudi Arabia have a negative impact on economic growth?

The results based on our @UNESCWA working paper (with @mraissi80 @IMFNews and @niranjan875 @UNESCWA) show that is not necessarily the case: unescwa.org/publications/m… Image
While we would have expected a #fiscal tightening to cause a temporarily fall in economic #growth in #Saudi Arabia, this is not borne by the data as the estimated impact on economic growth is not statistically significant (see Figure 8). 2/3 Image
However, we argue that the sign of the impact would depend upon the size of #fiscal adjustment, the quality of #tax and spending measures adopted, and whether they are complemented with structural #reforms or not. 3/3
